Industrial, mining, agricultural, or infrastructure companies operating in Côte d’Ivoire are subject to strict environmental regulations. The Environmental Compliance Certificate (ECC) is an essential document to obtain before or during a project's operation. It is a strategic lever for sustainable development, risk management, and access to international markets.
The ECC is an authorization issued by the Ministry of Environment and Sustainable Development through the Environmental Assessment Directorate (DEIE) and the National Bureau of Environmental Studies (BNEE). It certifies that the project meets national requirements for environmental impact assessment and management.
According to Decree No. 2015-454 of July 29, 2015, projects are classified into three categories:

DGC mobilizes a multidisciplinary team (ecologists, hydrogeologists, sociologists, cartographers) for a compliant and comprehensive study.
The promoter submits the report to BNEE, which evaluates its quality. Comments may be issued for revision before approval.
A commission of experts (BNEE, DGE, sectoral ministries, NGOs) examines the project, sometimes with a field mission.
The Technical Evaluation Committee issues a favorable or unfavorable opinion. The Ministry then issues the environmental compliance order.
